This won’t help the rough running problem, but will not the alcohol (ethanol) in modern fuel eliminate the water problem?
You changed the filter, I’m guessing the one under the pass door? Did you also change the one in the tank? (Easy to do on a C4). Fuel pressure test will confirm or rule this...
Does it idle ok? When was the fuel filter changed? If it idles smooth or you don't know when the filter was changed then I'm leaning toward the filter as the culprit.

Has anyone noticed that after tinting windows on your car that the dash is hard to see because the back light is dim? If so what have you done to correct the problem? ;help
Thanks Scott. If you have leaks (even very small ones) it will find them. Just keep an eye on the level. It won't make the holes any bigger the leak rate will return to "normal" when you return to dino oil.
Switches in the steering wheel will have no affect on the theft operation of the horns. There are 2 fuses involved 5amp LCD fuse in the main fuse block and the 15amp theft fuse in the aux block, both will stop the horn from blowing. The horn relay is also suspect as are the horns themselves. I...

Pure water at 15Lbs PSIG will boil at 250ºF at 18Lbs it will boil at 256ºF. As long as the water is not allowed to reach boiling point the pressure cap will make no difference in the running temp.
How do the kids say it "My bad". I missed your comment about size in your first post. The pictures are deceiving. They make the new wheel/tire combination much taller. :)
