That's a piece of cardboard taped to the windshield of the two tone. I can just barely make out handwriting on it, but can't read what it says.
Paper taped on each nose is a copy of the build schedule.

Body style codes have been in Corvette VINs for ages (37, 67, 87) and 81 was certainly not the first model year to use them. So I was curious what VINES might be and where the statement originated.

You could try the generic auto parts places near you. Some of them carry Dupli-Color interior dye. Take a piece of your red with you when you go.

Yes. Silver upper and dark blue lower, code 33/38. That combination would have included a silver and blue stripe between the colors and on the hood.
