Haven't had to mess with mine yet, but from what I've read, after you remove the license plate, remove inboard lights and then reach through their hole to get to outers.

Good way to pack the cooling system is to:
remove rad cap
run engine till thermostat opens
reach over from the passenger side and hold throttle open, keeping the rpm around 2000
fill rad and replace cap
release throttle

The bore for throttle shaft is probably elongated and your blades are binding in bore. If you pull the TB, you can look into the bores and see where the blades are catching. Lightly sand the blade at contact point until there is no contact. Rock the shaft back and forth, up and down, and confirm...
I found some polished aluminum ones on Ebay. They were listed for chevy truck, but are centerbolt like the vette's. I paid $70 including shipping. I don't recall the vendor, but an Ebay search may yield the info.
