My 96 horns didn't work either. Funny thing was, the car passed a PA safety inspection without working horns!! (A month earlier) Not only did they not work, there were no switches or wiring in the steering wheel!! I found the replacement parts on eBay.

My '96.
It has a lot of miles on it, 186,000 miles! It is in amazing shape! I was quite surprised to find a wad of butyl rubber in the light pocket for the check engine light. Of course, it was on and there were 3 codes, something to do with the maf, a converter issue and a evap system leak...
The flex plate is bolted to the crankshaft, the torque converter is bolted to that, if there's a crack you will hear a chirp or almost something like a rod knock.
Just a side note, I had a car and a truck with similar issues, both Chevys. Both times, chirping when first started and again when shutting down. I found the problem was a cracked flex plate. The truck got a new one and has been fine ever since. The other one was a small block in my Monte Carlo...
