Good to hear it finally popped, but I know the feeling, I am restoring a rear end cover that had tow broken bolts in it. Heated, soaked in PB, smacked with a 5 lb hammer, drilled, tried an easy out, finally used a grinder with a 1/4 in dia. stone and ground the sucker out and no PB penertrated...
Best way I have found is drill a hole in the broken bold, use a dremel with a small enough stone to grind out half of the bolt and the break the balance out wit a small chissel. run a new tap through the thread and you are done.
Glad to say, mine was not hard at all, frame is rust free. Not bragging but I slid the T/A bolts with my fingers. I must be one of the luckest people who have done a rear and suspension rebuild.

It is the droping resistor for the coil, during starting (cranking) the resistor is not in the ignition circuit, during normal engine run the resistor is in the circuit, droping the voltage ~8-10 V. As far as a requirement, it depends on the coil, if you have an original or stock replacement...
Great price, don't know if there is a difference, in cost or availability, just seems a little piece of stainless with a rolled edge should not cost more than a few bucks, good luck on your search
