I think most states enacted a law a few years ago that makes that impossible. It has something to do with vehicle owner privacy protection. Probably to solve some stalking issues or payback if you cut someone off.

the oil level should not be high enuf in pan to reach the dipstick tube mounting hole. Did someone put something like a custom chrome dipstick tube on engine (wrong size dipstick)?
