I replaced the oem halogen headlight housings with HID Projector lens for the low beams. I did not select the lens with the halo option. The improvement is substantial over the stock housings. I also upgraded the fogs to HID at the same time.
My 98 did the same. A quick fix is to put something that acts as a wedge between the airbox cover and the strap, a small piece of hard rubber the width of the strap, 1/8 inch thick and about 1 inch long. Just wrap a piece of electrical tape around it on the strap. Install it about midway down...
