Someone has changed one or more of the ignition and/or door cylinders over the years, the same key should operate in all three cylinders. You can buy a matched set of cylinders and keys at most of the aftermarket suppliers.

You don't have to have a tap & die set, you can buy one properly sized tap for $3-$4 and carefully use a wrench to tap enough of the hole to insert an allen head screw. You won't have to tap all the way through, just enough to thread the allen screw into.

I'm just going from memory, so you need to check this out. But, as I remember there are two different door panels used on the '65-'67 Corvettes, one made for power windows and one without power windows.
