I'd buy a new cat along with the exhaust. I good new high flow cat is less than $200. It's costs very little power and makes a huge difference in emissions.

I don't think that the '96 is the 'one' C4. I think the best C5 is the 2004 special one with the dark blue/shale combo.
If there is a 'one' C4 for me it would be a 1995 ZR-1 Admiral Blue/gray.

I think the best years are 1996 and 1990. In 90 you have the old style body (which I prefer), but the new style interior. My perfect C4 would be a base model 90 body with the LT-5.

Yes you can, no problem. Make sure the one you get has weatherstriping around the deck lid. Mine didn't. It appears to me that it left the factory that way since I know both previous owners and the car only had 39k miles when I bought it and there was no adhesive residue at all

You can be pretty sure the car is salvage or a theft recovery with a 'cleaned' title. See if you can get the tank sticker or the build sheet. I think the build sheet is hidden in the frame around the front suspension somewhere. That way you can get the original VIN and find out what happened...
