The SPEC designation on the trim tag (St. Louis) indicates something other than a stock color. Unfortunately, SPEC does not tell us what the color was. It could have been the Nutmeg; it could also mean primer only at the plant if the car was to be color coated at a different location...
Forget the casting number. What you actually need is the stamp above.

Provided the NCRS has your VIN in their records. They have a good database, but it is not 100% complete.

Optimistic. :) CE mileage would not have been any different that regular production 82s. The AIM shows the placement of the sticker and what was supposed to be on it, but I'm not sure it lists the MPG.
There may be a figure in the 82 sales brochure.

The Willcox part looks good to me. Order the 82 assembly instruction manual when you order the doors. The AIM shows how the frame, doors, hinges, and related hardware were installed at Bowling Green. Seeing how things went together often helps when taking them apart.

Without a picture, we do not have a clue what you're talking about. In your original post, it was a resistor; now it's a solenoid. Post a pic and we could see what you see.
Do you have the assembly instruction manual (AIM)? The AIM shows the installation of the items under the console trim...

FWIW: the stock 81-82 exhaust manifolds are about the best GM ever made available; they amount to short tube headers. You could convert to dual exhust using the stock manifolds.

The 82 induction system is one year only and is designed to work with the TBI and the ducted hood. I like the looks of it, but that's a personal thing.
