    If you want to save the hone for a rebuild, then I would take some fine wet/dry or emery cloth wet with oil, and do some light cleaning to see what's underneath. My next thought is, if H2O has been in there, did any hydro-lock occur? Look closely for cracks, damage, etc...;shrug

    If you install a flasher not for your app, it will either cycle faster or slower. Try it without the cap, see what happens. There was likely a problem (due to complaints) with that circuit that needed correction, and GM responded with the cap.
