Take a better look at the "flange" on the end of that crank. The harmonic balancer on the "low horsepower" engine was very small and thin. You can check by removing the lower pulley and see if there is a thin rubber piece between the hub and the balancer ring. Could be the balancer ring and...

I had to use a chisel to get mine off. They were frozen solid. I had to first crush and remove the metal ball that surrounds the bronze bushing then cut off the bushing. A dremel tool with one of those small cutoff wheels would work well in this case. I didn't have one of those at the time...

That would sure be nice, but I don't think anyone offers it. My wife's 2001 BMW vert has a plastic window in it also. The dealer sells a plastic window polish that works suprisingly well. Made my 15 year old plastic window pretty clear.

I have found that I don't have any "hot start" issues with the starter-coil circuit functioning properly. The 12V from my starter solenoid had failed, and it was impossible to start the car after it had sat (hot) for about 30 min. I would have to wait almost an hour for the car to cool off...
