An automatic in an '84 is not a down side. The manual in the early C4s was the Doug-Nash 4+3. I'd look for a newer C4 with the 6-sp manual or consider the auto.

I had good luck with BG 44K fuel system cleaner with my C5s. You can find it at most NAPA stores.

Michelin Pilot A/S 3+ or A/S 4+ - great all year tire. High tread wear rating, works when the temps are below 40 and is good in the rain.

Probably not safe. Tires do age - even sitting on the shelf, they age. While that may look okay, they should be replaced. Why take a chance on your life.
