I agree w/ Dave on spacers... don't use 'em. You & Dave weren't specific about amounts milled off ... assuming Dave took 0.010" off both block & head (re: those 0.020" spacers) ... if so, and you use 1003 gasket & no spacers...
It would PROBABLY clear it ... but you should check it with modeling clay. I'm not a drag strip guy ... I think your Q about heads & cam & carb to reach a certain time @ certain shift point would best be answered by someone who's built many combo's for DS ... perhaps you should post a separate...

I may be off by a coupla years ... but I recall it was about 10-15 years ago that the SCCA National Championhips (aka runoffs) were moved to Mid-Ohio ... for some thirty years prior to that they'd been held at Road Atlanta ... The runoffs are nirvana ... and if you didn't make it to them...

With wheels off ground ... I simply backed the spindle/bj nuts off until there were just 2-3 threads holding them to ball joints ... then put just slight jack pressure under a lower CA ... then whacked the bj's loose w/ a pickle fork ... then removed bj nuts ... then GENTLY lowered the jack and...
Are new bushings' material OE-type RUBBER ... or POLYURETHANE? Once you get the arms out ... the approach to replace bushings themselves differs greatly between the two materials. I have tips for poly ... someone else can offer help w/ rubber.

If the block has NOT been decked ... I calculate 9.73:1 static CR ... which matches what the SpeedPro catalog shows for same combo. BTW ... CR would be higher IF block had been decked.

As always, drivetrain noise can be difficult to diagnose ... really hard to do without hearing it.
Seems as though you did all the right stuff for initial run. If ... If oil pressure is good ... I wouldn't sweat noise too much...
? verified: lifters rotating ?
Flat tappet lifters (both solid & hydraulic) MUST rotate in their bores.
Have you verified each lifter is rotating when under load of valve spring? You should VERIFY BEFORE you install intake manifold and AFTER all pushrods/rockers are adjusted. Mark top of each...
BS ... that summit tech is FOS (what else is new?) ... For 3 years I've run non-MSD hi-grade parts store HEI caps with carbon button ... bypassed module ... running MSD 6TN ... in a circle track car.
You probably need the upgrade button w/ 7 or higher series box ... I don't think it's needed...
Guess what ... SpeedPro, Elgin etc etc & others sell individual pr's ... check motor with an In & Ex ... if OK ... get your machineshop to order you another one same length ... doesn't matter if you mix brands on pr's.
Instructions also imply you may need +.100 ... even with roller rockers.
You had some serious valve train problems ... maybe you bent one or more pr's ... While you have pr's out ... take all sixteen & one-at-a-time... roll them across a pane of glass ... check for straightness.
Don't the head install instructions (above link) suggest longer pushrods?????? MOREOVER ... you don't order pushrods until you KNOW what length you need ... it's all but impossible to KNOW until you have all the rest of the valve train installed ... that's when you check length/fit. If you...
