I never would have thought of the trailer tow package option. I was under the car and didn't see anything that would indicate a tow package so never thought of that nor did the gent I bought the car off say anything about a tow package ( I would have thought that to be a selling point??)...

You need to make sure the bendix is extending to the fly wheel. If it is then you have ( as others have said ) a dead spot on the flywheel ( no teeth ). Rotate the motor be hand and try it. You should be able to hear the bendix extend and spin, if it does that the starter is OK and the fly wheel...
