It sounds either the rear cable is stretched or there is a problem with parking brake shoes. The cable is very close to the floor but it should not rub.

It's possible it has the wrong seal in it. The DTS bearing kits come with two seals. One for corvette and one for 12 bolt car rear ends. The gears binding is a whole different issue. It sounds like it was assembled by someone who had no idea what they were doing.
