2,000 won't get you an Earl Shibe/MAACO paint on a fiberglass body today. I spent 2,400 in 1983 to paint my '71. It would cost over 10,000 to paint it today.

I have a '71 BB. The ride height is good, maybe 1.5" above the wheel. Research this site and the Forum and FAQ for "ride height" posts before replacing that rear leaf. BTW mine is a stock 9 leaf spring.

Sounds like you have no ground going to you inst. cluster. Try clipping a wire from the NEG terminal of the battery to the metal housing of the inst cluster. Don't think you have speaker grills in your '69 dash. 4X6's fit under my '71's dash and I added another set of 4X6's behind the kick panels like the pre 70's had. The real music comes from the sidepipes.
