Is your A/C cycling? If it's low on R-12, it will cycle and the computer will constantly try to adjust. Also, I believe you'll find that 400 RPMs at idle is a tad on the low side.
You should see a wire connected to a tube type bulb holder about 8 inches from the turn signal lamp. It helps to have small hands. Twist that tube about a quarter of a turn (counter clockwise T think) pull it out and the bulb will be on the other end of it. Be careful when you are putting it...

Do not set the voltage with the motor running.
You might try clearing the memory by disconnecting the battery and let the computer reset to the adjusted voltage.

Just about any decent parts store like Autozone or Advance should have them. They are a direct swapout for the original bulbs. Item Nr. 880ST works.
They run about $20/each.
Not cheap but, IMO, well worth it.
