Take the starter off and remove the solenoid.
Carefully remove the plastic cover and you'll see the edges of the disc are burned.
Wire brush the burn marks off and turn the contact in the cover 180* so you have a new surface(see the pic).
Should fix the problem.
If you look at the "bolt" there's no way to have the nut anywhere but at the top end. Bolt's not threaded all the way.
It's just you need to put the nut on the bolt AFTER you put the bolt through the carrier. The nut won't fit through the hole.
That's what you're seeing in the AIM.
Yes, bought about 10 cables from them so far.
BUT, they don't have a CB compatable cable, it's about 4" longer.
I once asked them about supplying a roll of just the cable but they said not possible.
What do you have in mind? Fix your original?
I'm DEFINITELY not a fan of the cutting the shroud in half idea.
In maybe an hours time you could remove the alternator, fan assembly, unbolt the AC compressor and hang it out of the way by the fender, and remove the water pump.
PLENTY of room to get shroud out and in with that stuff out of the...
Pretty much just gotta find some lengths of the correct color wires and do some soldering.

Wow, you really did take it apart.
Looks like you removed the two wires that go to the brushes that the armature spins on(under the round housing).
Did you put them back on the same way?
Switch them.
Then.....

Over the years on different cars I've taken a wire wheel to the edges of the disc to knock off burn marks and turned the contact in the cap 180 degrees to get a new surface(you can see the worn side).
Always solved any intermittent start problems I had.
Used to do it cause I was cheap, now do it...
