I had a pinhole in one of my 78s fuel tanks too. For a few years all the leak amounted to was a reddish/brown spot on the bottom of the tank. Last year I noticed a stain on the spare tire lid which prompted me to drop the tank. This was a LOW, LOW mile Vette, too.
Started pokeing around the area...

If you're looking for where it gets power, on 78-79s at least, it's simply spliced into the big red hot lead that goes to the alternator. There should be a fused link on it.
But can't you drill out the rivits on the liner 'velcro' pads and pop rivit a set of the top pads in their place?

Courtesy light delay timer...
According to others, disconnect the connectors on the white wires and connect the connectors together to bypass the delay feature.
Some vendors list the timer or you can usually find one on ebay, about $75!
I simply used Zinsser StripFast paint remover on 2 sets of C3 aluminum wheels. Let all the air out of the tires and left them on the rims. That way I was able to get a good finish along the edges of the wheels and I didn't need to wory about tire guys scraping em up again. No harm to the tires...
Then I would GUESS you had the "UM6 AM/FM radio, etr stereo with cassette". I'm guessing cassette instead of 8 track because 8tracks were losing popularity by then. The oil temp gauge means you had one of the etr radios with the clock in the radio. Dividers in the glove box were only installed...
One clue would be...is there a clock in the gauge cluster or an oil temp gauge?
Another clue....are there dividers in the glovebox?
I THINK the mic holder for the CB was on the pass side.
Another clue!!!!power antenna? Original? Does it have 4 mast sections and a load coil(CB) or only 3 mast...
My opinion, if you took the compartment door frame off, keep going. Early 79s use the channels along the door jambs to hold the front part in place. The rear clips on under the package shade. Remove the rear speakers or speaker blockoffs and the footman loops(strap mounts)and the carpet should...

Not sure about 81s but on 78/79s the solenoid on the driver side of the carb is only for the AC. When you turn the air on the idle kicks up a little. Is there a green wire going to it?
