Min Air adjustment sets the throttle opening that maximizes vacuum at idle w the IACs inoperative. You need to set that first since it becomes the 0% TPS point for the ECM. Then you set the TPS V to be ~ .54v. 84 TPS is a bit different from the TPI motors since min air needs to also include...
