    Possibly a bad battery; a loosened or corroded battery cable connector; battery cable shorting to the battery hold-down bracket; voltage regulator. Release/remove the two main cables going into the firewall connectors on the driver's side and inspect for corrosion.

    Block is a 327 casting used from 62-65 on a variety of Chevys... yours was assembled in the Flint engine plant (F) on 2/11 (0211) of 1964 for a full-size car with manual transmission (RB); sorry, but I was not able to determine the horsepower (range was from 250 to 375hp for that block).
