I built some headers for my car and had them coated by Thermal Tech Coatings in Hopewell VA. I think they use pretty much the same material as Jet-Hot, but their preparation was (in my opinion) much better.

I doubt that any paint bubbles would be caused by "oil and gas fumes". What does the underside of the hood look like?
If your car was painted within the last few years I would guess that the bubbles are caused by some contaminant that was in the fiberglass (perhaps paint striper) when it was...
Not exactly sure what you mean by "base where the pillar mounts to", but there is a projection just below the hinge that sticks out (rearward) about 10mm. My '59 measures 510mm from the edge of the step plate to closest point of this "projection"

Since the windshield is missing you might also check to see if the car has a top. If it needs a soft/hard top, that is another $2500 for a complete soft top or as much as $5500 for a restored hard top. It could also be a "hard top only" car.

As far as I know C1 windshield posts are not being reproduced. There is a complete windshield frame on ebay right now with a "buy it now" price of $2850. Lots of companies sell the glass.
If you are worried about "rusted supports", it is pretty simple to remove the kick panels and check them...
I won't say that there is absolutely no way to remove the tach without removing the pod, but I tried it once and gave up in frustration. There is no easy way to remove the pod either. I have also tried just removing the mounting bolts and tipping the pod enough to get to the tach, but overall...
The tach has to be removed from the rear of the instrument pod so you will need to remove the pod to get to it. Are you asking for information on removing the pod?

1. From the throttle cable angle in your sketch this may not help due to the angle, but did you disconnect the linkage and make sure that the cable can move as far as it needs to?

I have '84 seats in my wife's '62 but I modified them so they would fit under the soft top lid like the originals. I maintained the tilt feature so that I could utilize the area under the lid for storage. The side bolsters on these seats really hold you in place and they are much more...
The two rearmost bolts securing the hardtop on a '62 screw into anchor nuts (aka barrel nuts) that are attached to the soft top lid. So you don't need to get your hand underneath to tighten the bolts. Corvette Central part # 431008.
