The bottom seat frames tend to crack in that area. You will have to remove the seat flip it over and see if the frame is cracked. You will need to remove the seat cover and cushion. It can be welded back together. They sell a renforcement plate to keep them form cracking.

You are right the small line is the return. If you still have the quadrajet check the fuel filter in the carb. And it could be the accelerator pump is on it's way out.
