At that price I think you did right. It's a walk away.....It sounds like it should be at $20K (tires, brakes, complete service, etc.).
Keep looking, it will jump up when you least expect it and you will know when it is the right one!

99 = 20K-25K
00 = 25K-30K

Could be a battery cable connection. Disconnect both battery cables, clean the terminals and re-connect. Also check the connection at the starter.
