Yes- Vortec heads will fit your engine, provided you use a Vortec specific TPI base like the one you mentioned above.
However, there is a limit on the lift for the cam though. I think Jegs and Summit specify the lift limit as .475".

I had a '94 LT1 that ran full rockers back in the 90s with no baffles. I had to remove them to clear the rockers. Sounds familiar, huh? :chuckle
