Welcome to the forum. I agree that it sounds like the relay which is located in the console.
First i would check the fuse again. It is dark down there and hard to see. Test to see if you have voltage across both sides of the fuse either with a test light or a voltage meter. If you do not...
Yes, it definitely helps. I have installed Dynamat and the shutoff valve. Big difference.
Put it in on the input side to the heater core. That is the top of the intake manifold heater hose to the heater core.
it does not sound like it is the center connector, but I would start there and make sure the connector is well seated. Then to the temperature gage. Check the connections by loosening them and retighting them taking care not to over tighten them. Check to see if that corrected the problem...
assembly manual. You can buy them on paper or CD versions. All of the Corvette parts suppliers have them. They are very valuable when you need a visual.
Wilcox has a bunch of great stuff. Look around their site a bit. You will be surprised on what you find there. This forum also has a wreath of knowledge, so ask away.

Without a picture it is a little tough to understand what is going on. OK, I am assuming that the leak is between the housing and the new seal, not the seal and the tail shaft. If the housing is not missing a major chunk I would replace the seal again and silicon the housing and seal interface...
