I looked at mine today and the bracket is the same, but I have an added piece of linkage. The diagram above has what you need to figure out what you are missing.

Ignition on.
When the ignition is on you should not see ground but voltage since the circuit is now completed. If you are seeing 12 plus volts things should be good. So run your voltmeter from that contact to ground and what do you see?

One addition thought. There is a ground at the rear of the car. A black wire that ties to the frame. Make sure it is a good solid ground.
Corvette electrical problems are usually ground related, aging wiring does not help, and body shops are not usually very good at electrical wiring...
