You might also want to check the hose that run to the MAP sensor for pinches. Restricted air flow will cause a delay in fuel/air mixture calculations.
Check to see if your EGR valve lines are all good, with no cracks as well.
You might still want to try lifting up on the pressure regulator tab with the engine running. The engine will stall, since the fuel pressure will drop to zero when you do it. But there might be some debris stuck in the regulator that will flush through back to the tank through the return line...

It's always best to have fluid in the system when you actuate the steering. Of course the force on the steering assist valve will be minimal when the car is on jackstands if you do turn the steering wheel. But to be on the safe side, I would not.
Don't run the pump dry. It will start making noise when the reservoir empties, so shut it off then.
Don't turn the steering wheel without fluid in the system, especially if the tires are on the ground, it will overstress the steering assist valve.
