I have read that if you have 10 PSI for every 1000 RPM you're OK.
My 350 reads 20 PSI after warmup at idle and 30 PSI at 1000 RPM, again, when warm. On a cold start I have in excess of 60 PSI.
I agree, your's does look a bit short. My L-88 hood from J.C. Whitney fit very good in that area. My hood was a bit narrow and the side to side gap is a bit more than I would like.
Is there a reason for not letting the local shop provide the bushings that they are going to replace? I think that if you talk to them about the work that you want to have done and what parts you need you'll find that their prices can be competitive.
Check your vacuum readings at idle both in netural and in gear. I suspect that your vacuum is low in gear.

Look in the fenderwell. You'll see the bolts for the radiator shroud. Remove these bolts and slide the shroud forward. It should move about an inch. This is a very important inch. Good luck with it.
The Hooker sidepipes are 1 7/8ths inch diameter tube. I would think that you could find a welder to make a set of 1 3/4 inch header pipes about 3 inches long and then graft them to cut off Hookers. You'd have a set of torque step sidepipes!
My only complaint with my L-88 hood is that I can't quite see the right front headlight when it's up. I like to verify that they both went up. You should have no problem with autocrossing with an L-88 hood.
