Leave the gasket off for electric choke. If stovepipe (hot air) you need to put the gasket in for it to work properly. Always put back in any shields in carburetor. GM spent a lot of money and people who a lot smarter than us to develop and design those parts.
Are you having a particular drivability problem or just the level in the filter? Because to me in my experience be it GM or Mopar it sounds pretty normal. If it is just a visual level problem the correct fix would be to buy a filter you can’t see into. Because you are chasing a problem is not...
