You're talking about the front-most seal of the two, right? Not the one which seals the front of the radiator to the back of the core support, but the one which seals the top front of the core support to the hood.
If that's the seal you mean, the way you describe it is that it may be too long. When you close the hood, the inside edges of the underhood reinforcing braces that run the length of the hood next to its right and left edges should butt-up against the ends of that foam. The braces should not close on the foam. The foam should seal against the inside of the hood panel, inboard of the vertical inside edges of those braces.
