1974 wheel question

Without making any mods or using spacers, can I move up into a bigger wheel? 15" wheels are very hard to fit the clearence issue. I would like to go bigger 16, or 17 but NOT if I have to use spacers or some other mod to get it done. (finally, can someone suggest a cost effective dealer of these wheels...ie cheap)
