1977 Ceter gauge cluster

On a 1977 Cenetr gauge cluster is the back (the part that the circut board attaches to) is this supposed to be bare metal or painted?? Is this the grounding pt for the gauges?? I keep shorting out my gauge fuse.........
 
On my '77 there is a 'hot' wire that connects to a tiny light. The light is at the top of the center console and it is small. This 'hot' wire was touching nearby metal and shorting out my fuse. I put a layer of electrical tape over it, and it solved the problem. Perhaps there was a little rubber boot there? Maybe the dash is 'settling'. I dunno.
 
On mine, the back of the cluster is not painted.

Check out the circuit board for the gauges. They get old and the soft copper contacts where the plugs go in can overlap causing a short, particularly if the plugs have been out.
