1981 Lower Bumper Valance Problem

On my 81... I see that the guy who had it before me has a welded bolt through the lower valance. Thats not supposed to be right? It looks like its a half-assed deal and it does not belong there. Does anyone have any instructions on how to correctly install this piece? (its the piece that the lower air dam's LH RH bolt onto, in the middle of the bumper, just in front of the radiator). Does anyone have any pictures or anything that would help me out? I see on another guy's 81 vette that the valance actually is on a hook or something on the frame. I need help on this one guys (and girls, too!). Anything would help, since I want to replace that part ASAP because its cracked and doesnt look to good on my vette, and it bothers the hell out of me. Thanks to all in advance for the help!
