1982 C3 Fuel pump inop.

HELP! I have a 1982 C3 coupe has been sitting for 4 months and when I tried to start her no luck, it will fire with starting fluid. Seems like the pump relay behind the ECM is a common problem so replaced it, still nothing. Checked and cleaned connections, fuse is good. Checked for power {by myself} at plug near tank while turning key, nothing to pump. I do not seem to be getting power to the fuel pump So I assume it is not pump. Only other thing I have read could be ECM itself, anyway to check this? Ran great before storing her, however I believe fuel gauge had pegged past full before this occurred, could they be related? from memory I think gauge quit long before pump did. Was that the correct relay to replace? Fuel in tank is old and smells so, but ran great when parked. Any help with diagnosis is appreciated. THANKS
 
i would take the connector of the top of the oil pressure sender. at the rear of the intake manifold on the driver side. it has 3 female electrical connections. jump the 2 on the ends together. the fuel pump get power from there. no oil pressure no fuel pressure. when you turn the key on the ecm sends power to the pump for 3 seconds then stops. after the motor fires the power comes from the oil press sender. thats why i would jump it to see if it sends power to the pump. just jump the outer 2. not the middle. one outer is hot and the other end goes to the pump.
oh yea, turn the key to the on position first then jump. the pump should come on and the motor should fire up.
hope this helps some. my 82 sat for @3 years and i got lucky the pump works just as good as it did before it sat.

Fuel pump not working and fuel gauge pegged at full have one thing in common.
A bad ground connection at the fuel pump/ tank connection.
That will result in both of those symptoms.
The pump and the gauge are both mounted on a metal tube inside the filler neck of the tank.
If it doesn't have a good ground connection to the frame, niether one will work.
 
I added a additional 10 gauge ground wire with soldered ends from tank to frame no change in either problem. But I need to say I am not getting power at any connection, checked plug at tank, plug at oil pressure switch
