1984 IAC Need Help

I would like to check the mininum idle speed on my 84. When I place the car in diagnostic mode, remove the connectors from the IAC's, remove the jumper from the ALDL and start the car the RPM's are 1500, is this normal? I then place the car in diag mode with the IAC's out of the TB's and I can see both pintles extend 1/16" and retract 1/16". This pattern continues until I turn the car off. Is this normal operation of the pintles?

The pintles are adjustable when you install them...but be very careful as they are delicate. The two IACs are controled by the ecm which extend and retract to variate the amount of air to control the idle to prevent stalling.
