Help! 1990 Charcoal Coupe falling apart.

My horn has never worked, wipers don't work and now my Climate Controls don't work. Anyone have any ideas?
 
Have you checked the fuses for the horn and wipers? On the heater have you checked the vacuum especially the vacuum valve for the heater cruse.

I have checked the fuses. None of the fuses were blown but i still replaced them all with light when blown fuses. Havent really checked anything else yet. I need some pictures of where certain things are located but cant seem to find any.
 
Here is a good possiblity for the wipers and horn. The wires running down the steering column rub against the colun and over years they were the insulation through. You can drop the bracket holding the steering column land attach small wires to the ends of the wire and pull them up through the column to inspect them for bare spots. Then the wirs you attached to them will allow you to pull the wires back down the column.

Is there a complete wiring harness i can buy for the whole car so I dont have to attempt to make my own? I have looked with no luck for my year vette. i want to rewire the whole car, along with my restoration. any help would be greatly appreciated.
