1992 LT1 with both fans running permanently

Has anyone suggestions to help with both these fans running when the car is cold (or warm)? I also get a message that says "Check Engine." The car has only 30,000 miles with limited problems.
 
Forget the "limited problems" part.

That the fans are running all the time and the check engine light is on means the engine control system has a problem and whatever the fault, it's one of the problems that forces the cooling fans on. It could be a serious problem but it also could be easy to fix.

You need to command the engine computer to reveal the fault code(s) stored in memory.

If you do not do your own service work, you need to find someone in your part of Germany who can service older American cars.

If you do your own service work, you need the Factory Service manual for it's diagnostic and repair information.

Post the specific fault codes before we can help further.
