2 part question regarding paint on C1

I am considering using acrylic lacquer to paint my 61 as I have had very good experience with this paint type many years ago and it seems to be the most user friendly for the occasional painter like myself. (Thanks for the tips John McGraw and others) I have heard however that it is illegal and difficult to obtain in some states. Does anyone know anything about this? I am in NY.
Second part: What primers and surfacers are best for acrylic lacquer and are surfacers and levelers the same thing? What is a ground coat?

Lacquer Paint

Hi!



I painted my 65 Glen Green last year and have just finished painting the 1961 Sateen Silver with PPG lacquer. I secured my lacquer over two years ago, so I called a PPG Distributor in Buffalo NY to check current availability and they stated that lacquer was still available; I I applied two coats of PPG MX241 Polyester Primer/fillers and block sanded with 220 grit on the first coat and 320-grit coat on the second coat. I then applied PPG DZ7 Red Oxide primer that is recommended by PPG and block wet sanded with 400 and 800 grit. I used the dark red primer because it was closer to the original primer and it also works well as a guide coat.
