Is it safe to ship Corvette by truck from one state to another without the shock absorber stuffers or cushions reinstalled?

Maybe not.
The reason those devices originated was that GM's testing showed the shocks could be damaged if the car was transported by truck or rail without the shocks energized. Obviously, if the car is trucked, trailered or shipped by rail, the shocks will be off.

In any event, considering the cost of replacing those shocks, I'd put the stuffers in.
