38 RTD No Communication

I keep getting "SERVICE VEHICLE SOON" message on my DIC. When I check the codes I am getting "NO COMMUNICATION" on 38RTD. Any suggestions?

Thanks, but there is no communication with the DIC. Usually it reads "38RTD 1 CODE" it reads 38RTD no communication. Something is preventing the DIC from getting the codes...

Anyone know what would cause this?

I guess my first question should be:
When looking at your codes, does 38RTD always have "NO COMM." next to it?

Example:
10PCM 1 code
28TCS 2 codes
38RTD NO COMM.
BO-RFA 1 code
etc.

and my second question should be:
What does it mean when you are driving along and your DIC says SERVICE VEHICLE SOON?

I think both are related but am not sure
