Help! 63 power steering

With my Scottish blood flowing I purchases a used power steering component package on e-bay. After installation the steering wheel whipped to the right and after adjusting the control valve I could get it to turn to the left. My question is does this sound like a bad control valve. I can't get it to work as it should. Thanks for any info

If this means it turns to the left but not to the right, it's either a bad control valve or the hoses aren't connected properly - are they crossed at the end of the control valve as shown below? If it "whipped" to the right when you fired it up for the first time, that says the control valve wasn't balanced (or failed) before it was removed from the seller's car.
 
63 Power Steering

Thanks John, It whipped to the right and we adjusted the valve little by little until it pulled to the left. Never did it act like the power steering worked correctly, it either had a lot of force to the right or left. We couldn't get it balanced to not pull one way or the other. I talked to a tech guy at Muskegon Brake and he was pretty sure it was the valve, so I ordered one, will see if that fixes it. Once again thanks for taking the time to respond.
