64 door panel

There is a spacer behind the window cranks in a 64 . . listed as stainless steel . . do these go behind the door panel or behind the window crank?

Behind the crank....on the outside of the door panel. Has 3 prongs which poke through the panel and are crimped over behind the panel.

There is a rubber donut like gasket that goes under the door panel. Chuck
