'66/'67 L-79, One or two belts (Sizes?)

There is always been a heated discussion about "one belt or two" on a '66 '67, L-79 w/o any AC, PS, or Smog. (just a base L-79).
I'm almost sure that the answer is TWO belts!! (The smaller one is just around the two pulleys)
My questions are:
1) Does anyone know the correct sizes of these belts? The smaller one that just goes on the water pump and crank shaft is most important. (no adjustment)
2) Is there a easy way to install this belt (small one)?
3) What color should the two double groove pulleys be? (Gloss black, or chrome? on a '66 or '67?)

If I'm reading my parts book correctly...

the smaller belt on the inner pulley is 3/8 x 34 3/8 (#9433722)

The other belt is 3/8 x 53 (#9433759)
 
The finish on the pulleys can vary from dark green or black phosphate to semi-gloss black (they were never chrome). Two ways to install the "captive" belt:

1. Remove the fan and water pump pulley, install the belt on both pulleys, pull the belt tight, and work the water pump pulley back over the pilot shaft on the water pump hub. Use two temporary 5/16"-24 fine thread studs to align two of the four holes in the fan, pulley, and hub, install two bolts, then remove the studs and install the other two bolts.

2. Remove the center balancer bolt, and two of the three crank pulley bolts, and loosen the third one (the third one should not be at the bottom - should be on either side) so the pulley pivots on the loose bolt. Install the belt in the grooves, then bump the engine over until the third (loose) bolt is at 6 o'clock (belt is now tight). Align pulley holes with bolt holes in the balancer and install the other two bolts, then tighten the loose bolt, and re-install the balancer bolt.
