GM used "retainers"(strips with the studs attached)'73-'82. This just made the assembly at the plant quicker and easier. You can used individual nuts and bolts IF it does not have to be "CORRECT". I did it this way on my '75 two years ago when I put "seconds" on my car. They were "TrueFlex" seconds. Ones they could not sell to MidAmerica, Zip, Corvette Central, etc. I got both front and rear bumpers for $322, shipping included. Call Toledo Pro Fiberglass direct and talk to them. Don't have the #, just use "Yahoo" Yellow Pages under Toledo, Ohio. The bumpers will be scuffed, scratched and maybe gouged. I probably spent a day sanding and "featherfilling" the imperfections mine came with, but to me, $322 for both front and rear bumpers were more than well worth it.
