I never knew that car was right in my back yard! I'm gonna give those guys a call to see what they sealed GM parts with. It looks like they may have taken the GM rear fender clip down to the bare plastic to get it to fit with the newly repaired rear bumper.

Isn't that Skip/Chip's?? car ?? I thought he was from Cali?

I would say they used an epoxy primer,probably a DP. I read where they refabricated the original bumper and Callaway remade the mold off of it. They used the first new bumper on this car. Very nice article and car.
