AC blower acting funny

I cleaned the AC evaporator (in the housing where the fan blower is) since it was very dirty. I then experienced more air velocity coming thru the vents. But one other thing bothers me. My 87 Coupe has electronic AC controls. There is a digital display (which was intermitent, but I fixed it) that shows inside temp, outside temp, blower fan speed. I always set it at the highest speed (10). When I switch on the AC the fan blows at top speed. Then it slows down (after a few minutes) to about half speed (although the display shows 10). After a while it speeds up again. Then it slows down some 5 minutes later. It goes on like that the whole time. It does not matter if the car is moving or not so I eliminated the possibility of a loose wire or connection. The car has done this since I bought it 3 years ago. I am leery of taking it to an AC repair shop because I may be ripped off. My question is: Is this normal? Any way of curing this sick puppy? The actual temperatures in Puerto Rico are in the high 90's and with the humidity factor they are reaching 106 degrees:eek :eek :eek
