There is a fairly complex, at least to me, set of actuators that are controlled by vacuum that controls that. I had the same problem with my 77, which I sold so I didn't have to fix it. LOL. I have some information here though it really doesn't address this issue but will give you some of the basics.
I lost my AIM when I sold my car but my recollection is that there is a diagram in there that shows all of the actuators. A combination of vacuum manipulated by the ventilation controls to these actuators controls the position of the door in the riser in the dash, which dictates the position where the air is directed. The problem can be caused by bad vacuum lines, controller or actuator (I recall two with one right above the as pedal, but it has been 10 years since I worked on this) or a combination.
The best thing to do is get the AIM and a vacuum gauge and start to play with it until you have it figured out.
I had a similar problem on my '81. I ended up rebuilding the heater control. There is a multi ported valve in the heater control that redirects the vacuum around to all the actuators according to the lever position. In my case, this valve had come apart. I purchased one from Ecklers for about 16 bucks. The big part of the job is getting the console apart to get at the heater control.
