Air in the transmission cooler?

When I disconnected the lines from my transmission cooler, no fuild came out. Is it normal for the cooler to have air in it when the car is shut off? Does the pump just force the fluid through (and the air back into the tranny pan), or is there some problem? I know there is at least some fluid in the lines because I had to tighten one of the fittings to stop a small leak, so I don't think the line is clogged, but I can't be certain...

I dont believe the tranny is sealed air tight with the dipstick filler tube. It would make sense to me that the lines would be mostly full of fluid but there could be some drainage by gravity which unfills them when not under pressure.
